1. Voter Registration Qualifications

To register to vote, an individual must possess all of the following qualifications:

1. United States citizenship
2. Age of 18 years or more on or before the regular General Election next following his registration
3. State residency for a period of 29 days prior to election
4. Residency in the city or town for 29 days prior to the election
5. Ability to write one’s own name or make his mark unless prevented by physical disability.

Proving Citizenship

To register, an applicant must have proof of citizenship. This requirement applies if it is their first time registering to vote in Arizona or if the applicant has moved to another county in Arizona. If the applicant has an Arizona driver license or non-operating identification issued after October 1, 1996, the number is inserted on the front of the Arizona Voter Registration form. This will serve as proof of citizenship and no additional documents are needed. If not, the applicant must attach proof of citizenship to the form. Only 1 acceptable form of proof is needed to register to vote. The following is a list of acceptable documents to establish citizenship:

• A legible photocopy of a birth certificate that verifies citizenship and supporting legal documentation (i.e. marriage certificate) if the name on the birth certificate is not the same as the applicant’s current legal name
• A legible photocopy of pertinent pages of a United States passport identifying the applicant
• Presentation to the County Recorder of United States naturalization documents or fill in your Alien Registration Number in box 11
• Your Indian Census Number, Bureau of Indian Affairs Card Number, Tribal Treaty Card Number, or Tribal Enrollment Number in box 10
• A legible photocopy of a driver license or non-operating identification from another state within the United States if the license indicates that the applicant has provided satisfactory proof of citizenship
• A legible photocopy of a Tribal Certificate of Indian Blood or Tribal or Bureau of Indian Affairs Affidavit of Birth

If the person is already registered in Arizona and is only moving within the same county, changing their name or political party affiliation, they do not need to provide proof of citizenship.

Voter Registration

All new voter registration forms must be accompanied with satisfactory evidence of United States citizenship, which includes one of the following:

• An Arizona driver's license number or non-operating identification license number, issued after October 1, 1996
• Bureau of Indian Affairs card number, Tribal Treaty card number or Tribal enrollment number
• Valid United States federal, state or local government issued identification
• A driver's license or non-operating identification license from another state that identifies U.S. citizenship
• A legible photocopy of a birth certificate with the name of the applicant that verifies U.S. citizenship
• A legible photocopy of the pertinent pages of the United States passport
• A copy of the United States Naturalization documents or the number of the Certification of Naturalization

Identification at the Polls

The voter shall announce his/her name and place of residence to the election official and present 1 form of identification from List 1 or 2 different forms of identification from List 2:

List 1
Sufficient Photo ID including name and address - 1 required:

• Valid Arizona driver license or non-operating identification
• Tribal enrollment card or other form of tribal identification
• Valid United States federal, state, or local government issued identification

List 2
Sufficient Identification without photograph bearing the name and address - 2 required:

• Utility bill of the elector that is dated within 90 days of the date of the election
  • A utility bill may be for electric, gas, water, solid waste, sewer, telephone, cellular phone, or cable television
• Bank or credit union statement that is dated within 90 days of the date of the election
• Valid Arizona Vehicle Registration
• Indian census card
• Property tax statement of the elector's residence
• Tribal enrollment card or other form of tribal identification
• Vehicle insurance card
• Valid United States federal, state, or local government issued identification
• Voter Registration Card/Recorder's Certification
• Any official election material mailing bearing your name and address

3. Vote by Mail

Registered voters who wish to receive an early ballot in the mail may contact Yavapai County Voter Registration not less than 90 days prior to the election at (928) 771-3248 to request that their name be added on the Permanent Early Voter List. Voters may also register on the Yavapai County Voter Registration website.

Each election these voters will continue to have the option of voting by mail ballot rather than going to the polls. Early ballots give voters a safe and convenient way to participate in elections while eliminating many of the difficulties that may arise on Election Day that make it more difficult or impossible for some voters to get to the polls. Voting by mail also gives voters the opportunity to spend more time considering the choices available to them and to feel comfortable with their choices.

Returning Ballot for Counting

Included with each ballot is a ballot affidavit envelope to be used for return of ballots. You must sign the ballot affidavit on the envelope for your vote to count. The ballot must be received by the Yavapai County Elections Department by 7:00 p.m. on Election Day. You should also know that official Town Clerk staff does not pick up ballots to return them. If unsolicited assistance to return your ballot is offered by any individual or group, you should decline this type of help and notify the Town Clerk’s Office at 928-759-3028 or 928-759-3135.

The envelope containing the ballot must be signed and placed in the U.S. mail, placed in a Yavapai County drop box or hand delivered to the Yavapai County Elections Department located at 1015 Fair Street in Prescott. A Yavapai County Ballot drop box, is conveniently located in the north parking lot of the Prescott Valley Civic Center located at 7501 Skoog Boulevard in Prescott Valley. It is open until 7:00 p.m. election day.

For further information on voting by mail, please call the Prescott Valley Town Clerk’s Office at 928-759-3028. Staff in the Town Clerk’s Office will answer questions between 8 a.m. and 5 p.m., Monday through Friday except holidays. If a situation arises and you don't know what to do, please call our office.
